The campus at the former Bruce Mansfield coal plant site is planned at roughly 2 million square feet across three buildings, with a reported $10 billion investment and dedicated onsite natural-gas-based power generation targeting AI and hyperscale workloads. Aligned and its partners estimate around 3,000 construction jobs and more than 640 full-time operations roles. The construction talent is mostly local. The commissioning and operations talent is not.
Data center hiring comes in three waves
- β’Construction and trades, first. Three buildings totaling roughly 1.95 million square feet of data center space plus a 147,000-square-foot warehouse and office building means years of civil, structural, electrical, mechanical, and plumbing work. General contractors Holder Construction and Kokosing Industrial are coordinating that labor now.
- β’Commissioning, the pressure point. As each building approaches energization, you need engineers who can verify every critical system before a single kilowatt of IT load lands. This is the tightest national market in the industry.
- β’Operations, for the life of the building. With an expected online date around 2029, the 640-plus full-time roles need to be in place before the switch flips. Sourcing starts well before that date.
The construction wave is a local trades problem; commissioning and operations are national.

Shippingport is not Pittsburgh, and candidates weighing a commute from the metro will factor drive time into their decision, which means your offer has to close the gap before they ask.
The certifications and background that actually matter
For commissioning engineers, look for direct experience with critical power and cooling systems verification, familiarity with NFPA 70E, and ideally exposure to fuel-cell or gas-turbine-based power infrastructure. For critical facilities engineers and technicians, the Uptime Institute's ATD or the BICSI DCDC credential signal hands-on systems knowledge. OSHA 10 or 30 is table stakes on a site of this scale. For operations roles at a campus running dedicated onsite generation, any background in power plant or industrial energy systems operations is genuinely valuable and not just a nice-to-have.
How to structure the offer
For commissioning roles, per diem and project-based contracts are standard. Engineers follow the build, not the zip code, and they know it. Expect to negotiate. For permanent operations roles, relocation assistance is a real differentiator when you are recruiting nationally into a market that is not a top-tier data center hub. Sign-on bonuses tied to a 12-month stay are common enough that candidates expect them. For senior engineers and managers, the conversation about total compensation needs to include the full picture: base, bonus target, benefits, and any equity or profit-sharing structure Aligned extends.
Candidates for the 640-plus operations roles will compare this offer against positions in Northern Virginia, Phoenix, and Columbus, so the package needs to compete nationally even though the location is regional.
Where each role actually gets sourced
Commissioning engineers are a national search, full stop. The active ones are working a project somewhere right now, and the only way to reach them is direct outreach. Critical facilities engineers come from mission-critical construction firms, hospital systems, university campuses, and existing data center operators, all of which have them and none of which are eager to lose them. Entry-level technicians are the one category where Pittsburgh metro community colleges, trade programs, and military veterans transitioning out of power or electrical specialties can fill real pipeline. For trades during construction, IBEW Local 712 and the regional building trades councils are the starting point, and Holder and Kokosing are already working those relationships.
The Shippingport reality: strong on power plant experience, thin on data center operators
This is the one hiring insight that is genuinely specific to this site. Project Phoenix is being built on the footprint of a large coal-fired power plant, surrounded by an Ohio River industrial corridor that also includes a major petrochemical complex and other energy facilities. That history means Beaver County and the surrounding region has an unusually concentrated pool of workers who understand large-scale energy systems: gas turbines, high-voltage switchgear, cooling infrastructure, instrumentation and controls, and the discipline that comes from operating equipment where failures have serious consequences. That background transfers directly to data center critical facilities work, even without prior data center exposure. A candidate who spent ten years at a gas-fired power station and understands generator synchronization, load management, and preventive maintenance on rotating equipment can be productive in a mission-critical operations role faster than most hiring managers assume. The non-obvious move here is to deliberately write job postings and evaluate resumes through the lens of industrial energy experience, not just data center pedigree, and to build training pathways that close the gap on data center-specific protocols.
The timeline is the hiring plan
Groundbreaking was September 2026. Target online date is approximately 2029. That sounds like time, but it is not. Commissioning engineers need to be engaged 12 to 18 months before energization to be useful. Operations leadership needs to be in place a year before that to build out the team and document procedures. For a campus of this scale, the first operations hires should be identified no later than mid-2027, which means the search starts now. Every month of delay in hiring senior operations talent is a month of catch-up that shows up at go-live.
